Your papers need to be formatted according to the IEEE conference proceedings guidelines as outlined here:
http://www.ieee.org/conferences_events/conferences/publishing/templates.html
The paper should be submitted to me in pdf format. You may use any tool you like to create the paper, so long as it results in a pdf. I would strongly urge you to use LaTeX, as that will be the easiest way to produce a paper.
The paper you submit for peer review should be a final draft, your peer graders will be harsh (and if they aren't, they'll lose points!)
